Lord Carter’s review of HMRC Online Services (March 2006; as revised December 2006 and by Budget 2007) recommends: -

  • Universal electronic delivery of business tax returns and individual tax returns by 2012 (with exceptions for non IT literate groups).
     
  • That REDUCED FILING PERIODS be introduced for individual SELF ASSESSMENT tax returns from 2007/2008 for paper returns of seven months, the deadline now to be 31 October 2008 (instead of 31 January 2009). The filing period for online returns is to remain ten months to 31 January 2009).
     
  • Computer generated paper forms will no longer be accepted after 5 April 2008.
     
  • Customer satisfaction benchmarks and greater access to the internet.
     
  • That the largest VAT returns be filed and the tax paid electronically for accounting periods starting after 31 March 2008, medium for accounting periods starting after 31 March 2010 and the smallest after 31 March 2012, now all 2010.
     
  • Online filing and electronic payment for All NEWLY registering traders (VAT) after 31 March 2008.
     
  • That Corporation Tax returns for all companies be submitted electronically after 31 March 2010.
     
  • That large to medium employers should be required to use online services for starter and leaver forms (P45 and P46) from April 209, and for smaller employers from April 2011.
